OUR PEOPLE

Mr. Sera received his B.S. (1988) and M.S. (1990) in Inorganic Materials Chemistry from Waseda University. He served as Examiner, Appeal Examiner, and Chief Appeal Examiner (1990-1998,1999-2008,2011-2025) at the Japan Patent Office (JPO). Also, he worked for Massachusetts Institute of Technology (1998-1999) at the Department of Materials Science and Engineering as visiting research scientist, and Intellectual Property High Court (2008-2011) as Judicial Research Official and participated in the first JPO-SIPO (now CNIPA) Appeal Examiner Exchange Program (2017) as Chief Appeal Examiner.
At the JPO, He had examined patent applications in a wide range of fields, including metal technology, surface treatment, batteries, semiconductor devices, inorganic materials, catalysts, multilayer structures, organic materials, pharmaceutical compounds, crystalline materials, food technology, and cosmetics.
He joined SOEI in 2025.
